Since 2000, South Korea’s research and development spending (measured as a percentage of GDP) has gone up 90 percent. China’s has doubled. The United States’ has essentially flatlined. It’s great that the rest of the world is committing more, but if the United States is going to maintain its leading role, it needs to up its game.
